Jim Lyall, MPA, has been with the Community Service Council since 1980. As Associate Director he oversees CSC’s work in information and referral, including 2-1-1 Helpline; homeless services planning; mental health planning; and inter-agency response to community emergencies. Jim is known throughout Oklahoma and nationally for his leadership in the development of 2-1-1.

He is also responsible for program development and operations, grants and financing, staff support for coalitions, community planning, and advancement of a wide range of agency collaborations and partnerships. Jim began his tenure with the Community Service Council in 1980 as Helpline Program Director, and became Associate Director in 1991. Creating Oklahoma’s first 2-1-1 call center, which became the first in Oklahoma to achieve national accreditation, and helping 2-1-1 to become a statewide service can be counted as Jim’s favorite accomplishments. At CSC, his leadership in the creation of Tulsa’s Heat Emergency Action Plan and Tulsa Weather Coalition air conditioner loan program has contributed significantly to the health and well being of many Tulsans. Jim has also worked diligently to improve service systems for the homeless, survivors of disasters, and the mentally disabled. He is certified as an information and referral specialist by the Alliance of Information & Referral Systems. He has received awards from the Tulsa Area United Way, articles Tulsa Partners, Inc.and other organizations. Jim has a Bachelors degree in Social Work from the University of Cincinnati, and a Master of Public Administration degree from the University of Oklahoma.

An Army veteran of the Viet Nam conflict, Jim serves our military in significant ways, one being through his leadership and contributions within the Veterans Initiative in Tulsa.
